Ex-Judge Kongsgaard Served Napa
SAN FRANCISCO - Retired Napa Superior Court Judge Thomas Kongsgaard, who served on the special masters panel that recommended a new reapportionment plan for the state after the 1990 census, died Monday of complications from leukemia. He was 80.
