Prosecution of International Crimes Gains Teeth, Wider Reach

Ricardo Sanchez, who, 27 years before - as U.S. commander at the U.S. Navy Base in Guantnamo Bay, Cuba - was apparently involved in designing and implementing a detention and interrogation system that included the torture of prisoners in Guantnamo Bay, Iraq and elsewhere, is on vacation somewhere in Europe or South America.
