Layn R. Phillips wears a loud, gambling-themed tie to every mediation he conducts. That's not because Phillips is a gambler himself. Phillips, who served as a judge on the U.S. District Court for the Western District of Oklahoma from 1987 to 1991, says the ties are a comment on the chancy nature of the high-stakes cases he's called on to resolve.
