Panel Orders Foster-Care Support

LOS ANGELES - In a scathing rebuke of a Kern County trial court's decision to terminate dependency for a special-education teenager, a state Court of Appeal ruled Tuesday that continuing foster-care support to help a child graduate high school trumped a county's desire to save money.
