Judge Cleared Way for Suit Against Police During Rampart Scandal

LOS ANGELES - U.S. District Court Judge William "Bill" J. Rea of Los Angeles died Wednesday. He was 85. Court spokeswoman June Perkins said Rea was admitted to the hospital on Friday with breathing problems.
