Trail-Blazing Napa County Judge Steps Down
SAN FRANCISCO - Judge W. Scott Snowden, who led the way for Napa County to become the first to consolidate its municipal and superior courts, spearheaded efforts to make the court more efficient and helped start a successful court mediation program, has announced he plans to retire after 25 years on the bench.
