FORUM By Sheila James Kuehl Proposition 22, the limit on marriage initiative, was passed overwhelmingly by California voters. I've been asked again and again what I think the vote "means." I am asked this question not solely because I chair the Assembly Judiciary Committee or because I am an attorney, but, presumably, because I was the first open gay or lesbian person to be elected to the state Legislature.
