Mentally Disturbed Kids Warehoused

What to do with mentally ill children incarcerated in juvenile halls has become an issue of serious concern for many lawmakers, judges and mental health advocates. People say that these kids, a number of them spilling out from foster care, are warehoused in detention facilities where correctional officials are unable, untrained or unwilling to provide the care their special needs demand.
