RIVERSIDE - Three months ago, Riverside Superior Court Judge Gary B. Tranbarger slammed District Attorney Rod Pacheco in an opinion piece in a local newspaper, saying the top prosecutor refused to help ease a criminal-case backlog because Pacheco wouldn't loosen his plea-bargaining crackdown.
