Early resolutions for disputes involving the public sector is a particular challenge, Moscovitch said.
"I'm mediating a lot of these cases," he said. "Public entities are so strapped for money right now, it's hard to ask them to pay their bills early. If they're going to pay for something much earlier, it will have to be discounted."
