Court Rebuffs Independent Counsel

WASHINGTON - Handing another setback to Independent Counsel Donald C. Smaltz, the Supreme Court ruled unanimously Tuesday that the felony conviction of Sun-Diamond Growers of California for giving illegal gifts to former Agriculture Secretary Michael Espy cannot stand.
