Lockyer Won't Prosecute Merced Builder

SAN FRANCISCO - In a disappointing decision for aggrieved former residents of a problem-plagued subdivision, Attorney General Bill Lockyer has ended a criminal investigation into alleged fraud without filing charges against a Central California builder.
