Senator Proposes Not to Pay Judges Who Delay Appeals
SAN FRANCISCO - Three years ago, then-Assemblyman Bill Morrow of Oceanside decided to put the squeeze on trial judges who fail in death penalty cases to get the trial record ready for the Supreme Court to review - a problem that has long plagued the system and often delayed appeals for years.
