Claims Board Suggests Settlement for Abused Girl

In another example of a cure that's sometimes worse than the disease, a girl named Carla, who was placed in foster care in Los Angeles County when she was 8 years old after her mother allegedly physically abused her, was sexually assaulted for a period of years by the adult son of her state-licensed foster parents.
