Judge Orders State to Help Disabled Kids

In a ruling that child advocates say complements last week's U.S. Supreme Court decision requiring school districts to provide nursing services to disabled students, a federal judge in Los Angeles has ordered the state of California to implement a program for mentally troubled children.
