Government Sets Strategy in Liberian Ship Oil-Spill Case

SAN FRANCISCO - A federal prosecutor Monday painted a picture of an oil tanker crew trying to salvage hundreds of tons of fuel for its ship's operations by dumping some waterlogged petroleum overboard in order to get the rest to burn in the vessel's boilers.
