Justices Not Nuts About Appeal by Espy Prosecutor
WASHINGTON - The Supreme Court appeared ready Tuesday to soundly reject the contention of Independent Counsel Donald C. Smaltz that the federal law criminalizing illegal gratuities to federal officials permits a conviction based only on the recipient's official position, and does not require proof of an intent to influence an official act.
