S.F. Settlement Brings End to Race-Based Quotas

SAN FRANCISCO - The race-based quota system used for admission to San Francisco's most desirable city schools ends this fall, initially affecting at least 20,000 of the district's 62,000 students. In its place school officials may consider family income, residence area and academic achievement in making school assignments.
