The 9th U.S. Circuit Court of Appeals invalidated Arizona's requirement Tuesday that voters show proof of citizenship to register.
But a harsh dissent by Chief Judge Alex Kozinski indicates he might lobby for an en banc panel to reconsider the 2-1 ruling. Gonzalez v. State of Arizona, 2010 DJDAR 16413.
