Year in Review: 2003 Yields Some Noteworthy Legislation

Focus Column - Land Use Law - By Daniel J. Curtin Jr., Cecily T. Talbert and Charles J. Higley - With all of the attention given this year to the gubernatorial recall and the budget crisis, only a few minor changes affecting state land-use law emerged from the 2003 legislative session. Several potentially important bills related to housing, protection of Native American sacred sites and a two-thirds vote requirement for local taxes died before reaching the governor or became two-year bills.
