San Diego Gouges on Parking Tickets, Suit Claims

SAN DIEGO - The city of San Diego charges an illegal fee to review disputed parking citations and has withheld more than $1 million in overpaid parking ticket payments, a group of plaintiffs alleged in a federal lawsuit against the municipality.
