LOS ANGELES - Judge Bradford Andrews didn't think much the first time he found his "Get Out of Jail Free" novelty candy bar on the ground. The second time, when the gnawed candy turned up in the hallway between his chambers and courtroom, Andrews figured it out: He had rats.
