Panel Says Grape Grower Can't Sue State

SAN FRANCISCO - Even though a Sonoma grape grower lost $2 million when the state agriculture department wrongly withheld quality assurance certification after faulty test results showed his vines were diseased, he can't sue the state, a state appeals court ruled Tuesday.
