L.A. Can Gather Billboard Fees

LOS ANGELES - A federal appeals panel has upheld two Los Angeles billboard ordinances, overturning a lower-court order that blocked the city from collecting $3 million in annual inspection fees from outdoor advertising companies on the grounds that the laws violated free-speech guarantees.
