State Judge Refuses to Halt Recall Election

LOS ANGELES - A Los Angeles Superior Court judge on Friday turned back another bid to halt Gov. Gray Davis' recall election. "I am not going to enjoin this election," Superior Court Judge Carl J. West said. "I don't know if it's within this court's power to do that. It's an attempt to deny the secretary of state the right to exercise his constitutional powers, and it goes far beyond that which I'm willing to do at this point."
