As he dispatched the last round of bills from his desk by midnight Sunday, Gov. Jerry Brown deferred to the state's courts on several controversial measures.
At times referencing pending litigation and in other instances citing court precedent, Brown seemed hesitant to second-guess the judiciary on issues including DUI checkpoints, search warrants and the sale of handgun ammunition.
