Neutral Revives Insurance Agency

Harry Low took a two-year break from his work as a highly paid neutral at JAMS. But it wasn't a peaceful rest. Gov. Gray Davis thrust the former Court of Appeal justice into the state's scandal-ridden Insurance Department, appointing him successor to Insurance Commissioner Charles Quackenbush, who resigned in 2000.
