Retired Judge Travels to Ukraine, Lectures to Jurists and Students

The State Department sent retired San Diego County Superior Court Judge Milton Milkes to Ukraine on Oct. 26 for a 21-day visit. He lectured to judges and university students throughout the Ukraine and also awarded 10 scholarships to young Ukrainians in Uzhgorod and Uglia.
