Record $12.5 Billion Debt Offering Closes
A $12.5 billion debt offering has closed, giving the state of California an infusion of money to pay its bills. The first phase of the note program, a $9 billion sale, closed in October. Early this month, the state issued an additional $3.5 billion in notes.
