Failure to Pay Interest on Inmate Trusts Is a Takings
SAN FRANCISCO - Denying California prisoners interest on their inmate trust accounts violates the Fifth Amendment's "takings" clause but it will take a case-by-case review to determine if any individual inmate is entitled to compensation, a federal appeals court ruled Monday.
