'Folksy' Jurist Enjoys Lodi's Smaller Cases

LODI - Any judge who's been on the bench for awhile has handled one memorably bizarre matter. But it would be hard to top the case of the parrot with a brain tumor, one of the first disputes handled by San Joaquin County Superior Court Judge Robert F. Baysinger during his days as a commissioner.
