Panel Orders Retrospective Competency Hearing

SAN FRANCISCO - Concerned that a Contra Costa judge failed to halt a 2000 death penalty trial involving a mentally retarded defendant who didn't even understand what a trial is, a state appellate court Thursday ordered a rare "retrospective" competency hearing that could lead to a reversal of the conviction.
