Analyst: Governor Overestimates Benefits of Punitives

SACRAMENTO - While the state's legislative analyst praised Gov. Arnold Schwarzenegger's budget proposal for the judiciary Monday, she said it vastly overestimates the amount of revenues the state could reap from grabbing a portion of punitive damage awards.
