Two Democratic senators introduced legislation Tuesday that would create 91 federal judgeships, 29 of them in California. The Federal Judgeship Act of 2013 is based on recommendations by the Federal Judicial Conference, which found that district courts have experienced 38 percent growth since 1990, the last time Congress passed a comprehensive judgeship bill.
