SAN JOSE - City officials took the stand Wednesday to testify about the origins and purpose of Measure B, a voter initiative meant to bring down the cost of pension and retiree health care benefits amid a budget crisis. The testimony came on the third day of a five-day trial in Santa Clara County Superior Court that will decide whether San Jose can implement the measure.
