Retiree health benefits are not a vested right for city employees and may be changed through labor negotiations, a San Diego County Superior Court judge has ruled.
The action, issued Thursday by Judge Ronald S. Prager, is the first state court decision weighing in on the vested rights issue and follows a similar federal court decision issued in the city's favor in 2009.
