Judge Refuses to Admit Polygraph-Test Results

LOS ANGELES - A federal judge has denied a request to use as evidence a polygraph test administered privately to Doug Dowie, the former public relations executive accused of bilking the Los Angeles Department of Water and Power out of more than $300,000 in an overbilling scheme.
