SACRAMENTO - In a flurry of last-minute bill signings and vetoes, Gov. Arnold Schwarzenegger extended anti-discrimination protections to California State University applicants, sided with insurers in rejecting an expansion of some third-party liability cases, and scuttled legislation making it tougher for out-of-state dealers to ship guns into California.
