Jump in Traffic Tickets Raises Questions

Traffic citations are up in California. Some say increased revenues, not safety, is the reason.

LOS ANGELES - Abubaker Bahrun had just finished loading his hotel shuttle van with luggage when he drove to a different hotel just a few dozen yards away on Hollywood Boulevard and Highland Avenue in Hollywood.
