Detainee Files Civil Rights Suit Against U.S.

LOS ANGELES - A Libyan detainee at Guantnamo Bay, Cuba, filed a billion-dollar civil rights lawsuit Wednesday against President George W. Bush and Secretary of Defense Donald Rumsfeld, alleging that his "captors" had illegally confined him to the U.S. naval station.
