Court Rejects Initiative Lowering Water Rates in Landers

SANTA ANA - As evidenced by the dozens that show up on the ballot each year, initiatives have become vehicles for voters to try nearly anything. But there is a limit, a state appellate court ruled Tuesday, putting the kibosh on a scheme to lower water rates in a tiny San Bernardino County district.
