Forum Column - By Cary L. Schatz - The United States suffered a significant setback in the war on terrorism with the 2nd U.S. Circuit Court of Appeals ruling in Padilla v. Rumsfeld, 2003 U.S.App.LEXIS 25616 (2nd Cir. Dec. 18, 2003). Unfortunately, if the U.S. Supreme Court does not overturn Padilla , it will make the country more vulnerable to terrorist attacks.
