City Can Discipline Officer While He Sues

LOS ANGELES - Bijan Darvish, one of two police officers involved in a violent 2002 arrest of a black teenager that was broadcast around the world, cannot stop Inglewood from disciplining him while his civil suit against the city is pending, an appellate panel has ruled.
