Amendment Adds Exceptions To the 'Or Equal' Requirement

Focus Column - Construction Law - By Bernard S. Kamine - California public agencies must allow public-works contractors to provide an "equal" to materials, products, things or services specified in contract documents. A 2003 amendment to state law, effective Jan. 1, adds exceptions to this "or equal" requirement and specifies notice of an exception in the bidding documents.
