Orange County soon will pay a mother as much as $10 million in damages and interest for having illegally taken away her daughters 11 years ago.


The verdict is the largest civil-rights award in the nation over improperly cutting off parental rights, according to Shawn A. McMillan, the mother's San Diego attorney.
