How Firm a Foundation?

LAGUNA NIGUEL - The well-manicured homes lining the Snipe Lane cul-de-sac in the hills of Laguna Niguel look like the ideal location to settle down and raise a family. But a couple who live in the 20-year-old upper-middle-class housing development say their home is slowly sliding down the hill on which it is built - the result of shoddy workmanship by the developer, who failed to take out permits or have the work inspected by the city, a lawsuit filed by the homeowners alleges.
