Court Avoidance New Y2K Law Encourages Business Over Litigation By Don G. Rushing and Ray Hartman In July, Congress passed by an overwhelming majority and the president signed the Year 2000 Readiness and Responsibility Act. Pub. L. No. 106-37, 113 Stat. 185 (July 20, 1999). This act, along with the Year 2000 Information and Readiness Disclosure Act of 1998, Pub. L. No. 105-221, 102 Stat. 2336 (Oct. 19, 1998), represents the federal response to the Y2K problem.
