Limitations on Private Judges Recommended

SAN FRANCISCO - The state Judicial Council has agreed to consider broad changes in the alternative dispute resolution system, from referring more civil cases to mediation to holding private judges, arbitrators and mediators to the same ethical standards as sitting judges.
