Court Affirms San Diego Mayoral Certification

SAN DIEGO - A federal appeals court on Friday solidified Mayor Dick Murphy's grasp on the post he has held four years. A three-judge panel of the 9th U.S. Circuit Court of Appeals upheld the refusal of a San Diego federal judge to stop certification of the results in a three-way race for Muphy's seat.
