Panel Upholds Most of Care Not Cash Program

SAN FRANCISCO - A San Francisco appellate panel has ruled that the city can maintain most of its controversial Care Not Cash program, which provides services, housing and food to the homeless in lieu of money, even though a provision in the voter-approved measure improperly required the city to fund it.
